Planning and Community Development

The Borough Planning Department implements all land use provisions for the Borough by requiring a site development permit for any land development project and for clearing and grading work. All required forms are available on the Planning Department Web Page under Planning-Forms. The Borough Code on line describes land and land development under Title 18. The Borough has zoning districts and subdivision regulations. The Borough has a land selection program with lots for sale in the Naknek River Subdivision.  

Long range planning and land use designations are developed in the Comprehensive Plan. The Comprehensive Plan emphasizes the communities vision for growth and sets goals for the future. The plan addresses both physical changes in the community through land use and zoning as well as economic growth objectives. Many of these objectives will be implemented by the construction of capitol improvement projects. The Bristol Bay Borough is composed of three communities, King Salmon, Naknek and South Naknek. The Alaska Peninsula Highway connects King Salmon, the main air transportation hub to Naknek the main marine transportation hub. South Naknek is located across the Naknek River and is only accessible by boat or air. Both Naknek and King Salmon are the major commercial and industrial centers for the Borough. The majority of the fishing industry activity centered around our large salmon fishery, is located in Naknek. USS 880, was the original town site in Naknek and was originally owned by the Russian Orthodox Church, the community has grown up around the town site, moving  east along the river.  King Salmon is the home of the King Salmon Air Force Base, and much of the growth experienced there was a result of the USAF and other federal agencies located there. Each of the three communities has their own tribal entity, the Regional Native Corporation Paug-Vik Inc. Ltd has a major land ownership interest within the Borough. The Borough hosts a thriving tourism industry with many lodges and sport fishing opportunities as well as bear viewing and bird watching.  The entire community is focused on the Naknek River and the many outdoor activities and resources it provides to the community, most importantly the strong salmon runs for commercial, sport and subsistence fishing.

The three communities within the Borough all have varied needs that are provided by Borough Government. The Bristol Bay Borough is governed by a manager form of government and a five member Borough Assembly.  The Planning Commission is a seven-member board appointed by the Mayor and confirmed by the Assembly. The Planning Commission acts as an advisory board to the Borough Assembly. Their duties include development and approval of the Capital Improvement Project List, updating the Borough Comprehensive Plan, and implementing land use regulations and zoning. The Commission’s primary responsibilities include the implementation of the Borough's Comprehensive Plan, exercising platting authority using the Borough subdivision regulations, zoning and site development permit process. The Commission guides the  overall physical and economic development of the Borough.  Staff support to the Planning Commission is provided by the Borough's Community Development Coordinator. The Planning Commission meets the second Tuesday of every month.
